The competition ends on 25 April 2019
According to Articles 7(6,10) and 13(2,1) of the Law on National Minority Councils, as well as Articles 20 and 38 of the Statute of the National Council of the Romanian National Minority (CNMNR), the Executive Council of CNMNR on 16 April 2019 publishes the following:
C O M P E T I T I O N
for financing – co-financing programs and projects of major importance for the Romanian national minority in the field of culture in the first half of 2019.
The National Council of the Romanian National Minority will finance – co-finance projects and programs based on the CNMNR Financial Plan for the first half of 2019, with a total value of 1,500,000 dinars, for the following areas:
- Stage creation – amateur theater – creation and performance of repertoires of amateur theaters in Romanian (theater performances, workshops, festivals, awards);
- Anniversary events;
- Other cultural programs and performances.
General conditions of the competition:
Only cultural and other associations registered to carry out activities in the field of culture, as well as other cultural entities, may participate, excluding public institutions founded by the Republic of Serbia, provincial authorities, or local administrative units.
Criteria for granting financial support:
- The degree of compatibility of the program/project with the competition requirements and documentation;
- The project/program serves the general interest of the Romanian minority in the field of culture.
Applications must be accompanied by the report on the use of funds obtained from CNMNR in 2018. If the applicant is applying to CNMNR for the first time, the report must include the implementation of at least one program/project, if previously submitted to other funders.
First-time applicants must also submit a brief report on past activities, performances, etc., no longer than one A4 page.
Applications must be submitted on the special form accompanying this competition, available on the CNMNR website or at its office, Vaska Pope Street 16, 26300 Vršac.
The application must obligatorily include:
- Copy of the registration decision of the entity at the competent institution, with a description of the field of activity;
- General information about the beneficiary of the funds;
- Detailed description of the program/project and detailed financial plan – description, methods, implementation procedures, plan and types of activities, project beneficiaries, implementation period (max. 2 pages, printed, audio-video or other materials may be attached);
- Report on the use of CNMNR funds in 2018; if the legal entity is applying for the first time, attach a report on the implementation of a program/project using own or attracted funds.
The deadline for submitting applications is 8 days from the date of publication on the CNMNR website.

Submitted documentation will not be returned. Applications submitted after the deadline, incomplete, non-compliant, sent by e-mail or fax, as well as applications from entities that have not justified previously received funds from CNMNR, will not be evaluated.
According to Article 45 of the CNMNR Statute, the Department of Culture will submit proposals for allocation of financial resources to the Executive Council. The Executive Council adopts the allocation decision within 8 days of receiving the proposal.
The final decision is adopted at the next CNMNR session. Based on the CNMNR decision, the CNMNR President concludes a contract with the beneficiary stipulating the rights and obligations of the parties, followed by the transfer of allocated funds.
