National Council of the Romanian National Minority

In accordance with Articles 7 (paragraphs 6, 10, and 13, paragraph 2, point 1) of the Law on National Minority Councils, as well as Articles 20 and 38 of the Statute of the National Council of the Romanian National Minority (CNMNR), the Executive Council of CNMNR publishes on 12.07.2021 the following:

C O M P E T I T I O N

for financing and co-financing programs and projects of major importance for the Romanian national minority in the field of culture.

The National Council of the Romanian National Minority will finance and co-finance projects and programs based on the CNMNR Financial Plan in the field of culture, with a total value of 2,800,000.00 dinars, for the following areas:

• Regular cultural activities of importance for the Romanian national minority carried out in the second half of 2021.

General Conditions of the Competition

Only cultural and other associations, legally registered to carry out cultural activities or other legal entities organizing cultural events of special interest for the Romanian minority, are eligible to participate.

1. Criteria for awarding financial resources:

• The degree of compatibility of the program/project with the competition requirements and documentation;
• The project/program meets the general interest of the Romanian minority in the field of culture, and the applicant has organized the relevant traditional events;
• The application must include the report on the use of financial resources received from CNMNR in 2020 or 2021 in previous competitions, and if the entity applies for CNMNR funding for the first time, a report on the implementation of at least one program/project if previously applied to other entities;
• Applicants applying for the first time must also submit a short report on past activities – performances and other events, limited to one A4 page.

2. Application Form must be submitted using a special form accompanying this competition, available on the CNMNR website www.cnmnr.org or at its headquarters, Vaska Pope Street No. 16, 26300 Vršac.

The application must be accompanied by:

• Copy of the registration decision of the entity at the competent authority, along with a description of the area of activity for which the entity is registered;
• General information about the beneficiary of the financial resources;
• Detailed description of the program/project and detailed financial plan – description, methods, implementation approaches, plan and types of activities, project beneficiaries, implementation period (attach description on no more than two pages); the description may be accompanied by printed, audio-video, or other annexes related to the project or entity;
• Report on the use of financial resources obtained from CNMNR in 2020 or 2021 in previous competitions, and if the legal entity applies for the first time, a report on the implementation of at least one program/project from its own or third-party sources.

Deadline for submission of applications: 23.07.2021.

Submitted documentation will not be returned.

1. Applications submitted after the deadline, incomplete applications, or those not in accordance with the competition requirements, sent by email or fax, as well as applications from entities that did not justify the use of previously received CNMNR funds, will not be evaluated.
2. In accordance with Article 45 of the CNMNR Statute, the Department of Culture will submit proposals for the allocation of financial resources to the Executive Council;
3. The Executive Council adopts the decision on the allocation of financial resources within 8 days of receiving the proposal. The final decision is adopted at the next CNMNR meeting.
4. Based on the CNMNR decision, the CNMNR President concludes a contract with the beneficiary, stipulating the rights and obligations of the parties, followed by the transfer of granted financial resources.
