National Council of the Romanian National Minority

In accordance with Articles 7 (paragraph 6), 10, and 13 (paragraph 2, point 1) of the Law on National Minority Councils, and Articles 20 and 38 of the Statute of the National Council of the Romanian National Minority (CNMNR), on 05.11.2021, the Executive Council of CNMNR publishes the following:

C O M P E T I T I O N

For financing – co-financing programs and projects of major importance for the Romanian national minority in the field of culture.

The National Council of the Romanian National Minority will finance – co-finance projects and programs based on the CNMNR Financial Plan in the field of culture, with a total amount of 1,700,000.00 dinars, for the following areas:

• Regular cultural activities of importance for the Romanian national minority carried out during the last quarter of 2021.

General conditions for participation

The right to participate is exclusively granted to cultural and other associations, registered for carrying out activities in the field of culture, or other legal forms that organize cultural events of special interest for the Romanian minority.

Criteria for awarding financial resources:

• The degree of compatibility of the program/project with the competition requirements and documentation;
• The project/program meets the general interests of the Romanian minority in the field of culture, and the applicant has organized the relevant traditional events;
• The application must be accompanied by a report on the use of financial resources obtained from CNMNR in 2020 or 2021 at previous competitions. If this is the applicant's first application to CNMNR, a report on the implementation of at least one project/program funded by other sources must be included;
• Applicants applying for the first time must also submit a short report on past activities, performances, and other events, not exceeding one A4 page.

The competition application must be submitted using a special form that accompanies this competition, available on the CNMNR website www.cnmnr.org.rs or at the CNMNR office, Vaska Pope St. 16, 26300 Vršac.

The application must be accompanied by the following mandatory documents:

• Copy of the applicant's registration with the competent authority, including a description of the field of activity for which the applicant is registered;
• General information about the beneficiary of the financial resources;
• A detailed description of the program/project and detailed financial plan – description, methods, implementation plan, types of activities, project beneficiaries, implementation period (maximum two pages). The description may be accompanied by printed materials, audio-video, or other attachments regarding the project or applicant.
• Report on the use of financial resources obtained from CNMNR in 2020 or 2021 at previous competitions. If this is the first CNMNR application, a report on at least one program/project implemented using own or third-party funds.

The deadline for submitting applications is 16.11.2021.

Applications submitted after the deadline, incomplete or not in accordance with the competition requirements, sent by email or fax, as well as applications from applicants who have previously received CNMNR funding but did not justify the use of funds, will not be evaluated.

In accordance with Article 45 of the CNMNR Statute, the Department for Culture will submit proposals for financial allocation to the Executive Council. The Executive Council adopts the allocation decision within 8 days of receiving the proposal. The final decision is adopted at the next CNMNR session.

Based on the CNMNR decision, the CNMNR President signs a contract with the beneficiary, specifying the rights and obligations of both parties, and the transfer of allocated funds will follow.
