National Council of the Romanian National Minority

In accordance with Articles 7 (paragraph 6), 10, and 13 (paragraph 2, point 1) of the Law on National Minority Councils, and Articles 20 and 38 of the Statute of the National Council of the Romanian National Minority (CNMNR), the CNMNR Executive Council, on 04.07.2022, publishes the following:

C O M P E T I T I O N

For the financing – co-financing of programs and projects of major importance for the Romanian national minority in the field of culture – traditional events.

The National Council of the Romanian National Minority will finance – co-finance projects and programs based on the CNMNR Financial Plan in the field of culture – traditional events, with a total value of 350,000.00 dinars, for the following traditional event:

• International Festival of Romanians in the Balkans “Romanian Dance” Žitkovița 2022

General Conditions of the Competition

The right to participate in the competition is granted exclusively to cultural and other associations, registered for carrying out activities in the field of culture, or other legal forms, which organize cultural events of special interest for the Romanian minority.

Criteria for awarding financial resources:

• The degree of compatibility of the program/project with the competition requirements and documentation;
• The project/program serves the general interest of the Romanian minority in the field of culture, and the applicant has organized the relevant traditional events;
• The application must be accompanied by a report on the expenditure of financial resources obtained from CNMNR in 2021 in previous competitions.

The competition application must be submitted using a special form accompanying this competition, which can be found on the CNMNR website www.cnmnr.org.rs or at its headquarters, Vaska Pope St. 16, 26300 Vršac.

The application must obligatorily be accompanied by:

• A copy of the registration decision of the entity with the competent authority, accompanied by a description of the activity domain for which the entity is registered;
• General information about the beneficiary of the financial resources;
• A detailed description of the program/project and a detailed financial estimate – description, methods, implementation procedures, plan and types of activities, project beneficiaries, implementation period (max. 2 pages); the description may be accompanied by printed, audio-video, or other annex materials regarding the project or entity;
• The report on the expenditure of financial resources obtained from CNMNR in 2021 in previous competitions.

The deadline for submitting applications is 07.07.2022.

Submitted documentation will not be returned.

Applications submitted after the deadline, incomplete applications, applications not in compliance with the competition requirements, sent by email or fax, and applications from entities that in the previous period did not justify the financial resources obtained from CNMNR, will not be evaluated.

In accordance with Article 45 of the CNMNR Statute, the Department of Culture will submit proposals for the allocation of financial resources to the Executive Council. The Executive Council adopts the decision on the allocation of financial resources within 2 days of receiving the proposal. The final decision is adopted at the next CNMNR meeting.

Based on the CNMNR decision, the CNMNR President concludes a contract with the beneficiary, stipulating the rights and obligations of the parties, followed by the transfer of the allocated financial resources.
