Pursuant to Article 7, paragraphs 6, 10 and 13, paragraph 2, point 1 of the Law on National Minority Councils, as well as Articles 20 and 38 of the Statute of the National Council of the Romanian National Minority (CNMNR), the Executive Council of CNMNR, on 05.07.2022, publishes the following:
C O M P E T I T I O N
For the financing – co-financing of programs and projects of major importance for the Romanian national minority in the field of culture.
The National Council of the Romanian National Minority will finance – co-finance projects and programs based on the CNMNR Financial Plan in the field of culture, with a total amount of 3,000,000.00 dinars, for the following areas:
- Regular cultural activities of importance for the Romanian national minority.
General Conditions of the Competition
The right to participate in the competition is exclusively granted to: cultural and other associations registered to carry out activities in the field of culture, or other legal entities organizing cultural events of special interest for the Romanian minority.
Funding Criteria:
- The degree of compatibility of the program/project with the competition requirements and documentation;
- The project/program serves the general interest of the Romanian minority in the field of culture; the applicant has organized the relevant traditional events;
- The application must be accompanied by the report on the use of funds obtained from CNMNR in 2022 in previous competitions, or from 2021 if the report has not yet been submitted;
- If the applicant is applying for CNMNR funding for the first time, a report on the implementation of at least one program/project from other sources is required;
- First-time applicants must also submit a brief report on previous activities (maximum one A4 page).
The competition application is submitted using a special form accompanying this competition and can be found on the CNMNR website www.cnmnr.org.rs or at its headquarters, Vaska Pope St. 16, 26300 Vršac.
The application must be accompanied by:
- A copy of the registration decision of the applicant at the competent authority, including a description of the activity domain for which the applicant is registered;
- General information about the beneficiary of the funds;
- A detailed description of the program/project and a detailed financial plan – description, methods, implementation, plan and types of activities, project beneficiaries, execution period (maximum 2 pages); the description may be accompanied by printed, audio-video, and other attachments related to the project or applicant;
- The report on the use of funds obtained from CNMNR in 2022 or 2021 if not already submitted, for previous competitions; in case the legal entity is applying for CNMNR funding for the first time, a report on the implementation of at least one program/project from its own or third-party sources.
The deadline for submitting applications is 20.07.2022.

Submitted documentation will not be returned.
- Applications submitted after the deadline, as well as incomplete or non-compliant applications sent by e-mail or fax, and applications from entities that have not justified previously received CNMNR funds, will not be evaluated.
- According to Article 45 of the CNMNR Statute, the Department of Culture will submit funding allocation proposals to the Executive Council.
- The Executive Council adopts the funding allocation decision within 8 days of receiving the proposal. The final decision is adopted at the next CNMNR meeting.
- Based on the CNMNR decision, the CNMNR President signs a contract with the beneficiary, stipulating the rights and obligations of the parties, followed by the transfer of the granted funds.
