According to Articles 7, paragraphs 6, 10, and 13, paragraph 2, point 1 of the Law on National Minority Councils, as well as Articles 20 and 38 of the Statute of the National Council of the Romanian National Minority, the Executive Council of the National Council of the Romanian National Minority, on 25.07.2023, publishes the following:
C O M P E T I T I O N
For the financing – co-financing of programs and projects of major importance for the Romanian national minority in the field of culture.
The National Council of the Romanian National Minority will finance – co-finance projects and programs based on the CNMNR Financial Plan in the field of culture, with a total value of 80,000.00 dinars, for the following areas:
- Organization of the traditional event “International Poetry Festival – Paths of Grain”.
General Conditions of the Competition:
The right to participate in the competition is exclusively granted to cultural associations and other legal entities that organize cultural events of special interest for the Romanian minority.
Funding Criteria:
- Degree of compatibility of the program/project with the competition requirements and documentation;
- The applicant has submitted the report regarding the use of funds obtained from CNMNR for the year 2022;
- Applicants submitting for the first time must also submit a short report on past activities, performances, and other achievements, maximum one A4 page;
- Project activities already funded or that will be funded from other sources will not be financed.
The competition application must be submitted using a special form accompanying this competition, available on the CNMNR website www.cnmnr.org.rs or at the CNMNR headquarters, Vaska Pope St. 16, 26300 Vršac.
Mandatory Documents:
- Copy of the registration decision of the applicant at the competent institution, accompanied by a description of the field of activity for which the applicant is registered;
- General information regarding the beneficiary of the financial support;
- Detailed description of the program/project and detailed financial plan – description, methods, implementation, plan and types of activities, project beneficiaries, period of implementation (max. 2 pages); printed materials, audio-video, and other annexes may be attached;
- Report regarding the expenditure of funds obtained from CNMNR in 2022, if the applicant has not previously justified.
The deadline for submitting applications is 27.07.2023.

with reference – cultural competition
Submitted documentation will not be returned. Applications submitted after the deadline, incomplete, non-compliant, sent by email or fax, unsigned, or without a stamp, as well as applications from subjects who have not justified previously obtained financial support, will not be evaluated.
According to Article 45 of the CNMNR Statute, the Department of Culture will submit proposals for fund allocation to the Executive Council. The Executive Council adopts the fund allocation decision within 8 days of receiving the proposal. The final decision is adopted at the next CNMNR meeting.
Based on the CNMNR decision, the President of the National Council of the Romanian National Minority signs a contract with the beneficiary, stipulating the rights and obligations of the parties, followed by the transfer of granted funds.
