National Council of the Romanian National Minority

According to Articles 7, paragraphs 6, 10, and 13, paragraph 2, point 1 of the Law on National Minority Councils, as well as Articles 20 and 38 of the Statute of the National Council of the Romanian National Minority, the Executive Council of the National Council of the Romanian National Minority, on 31.08.2023, publishes the following:

C O M P E T I T I O N

For the financing – co-financing of programs and projects of major importance for the Romanian national minority in the field of culture.

The National Council of the Romanian National Minority will finance – co-finance projects and programs based on the Financial Plan of the Council in the field of culture, with a total value of 60,000.00 dinars, for the following areas:

• Organization of the traditional event “Dr. Radu Flora Memorial”.

General Conditions of the Competition:

The right to participate in the competition is exclusively reserved for: cultural and other associations registered to carry out activities in the field of culture, or other legal forms organizing cultural events of special interest for the Romanian minority.

Criteria for Granting Financial Support:

• Degree of compatibility of the program/project with the competition requirements and documentation;
• The project/program applicant has submitted a report on the use of funds obtained from CNMNR for 2022;
• Applicants submitting for the first time must also provide a brief report on past activities, performances, and others, maximum one A4 page;
• Activities in the project that are already funded, or will be funded from other sources, will not be financed.

The application must be submitted using a special form accompanying this competition and can be found on the CNMNR website www.cnmnr.org.rs or at the Council’s headquarters, Vaska Pope St. 16, 26300 Vršac.

Required Documents:

• Copy of the registration decision of the applicant at the competent institution, accompanied by a description of the field of activity for which the applicant is registered;
• General data regarding the beneficiary of the financial support;
• Detailed description of the program/project and the detailed financial plan – description, methods, implementation, plan and types of activities, project beneficiaries, period of implementation (maximum 2 pages); printed, audio-video, and other annexes may be attached;
• Report on the expenditure of funds obtained from CNMNR in 2022, if the applicant has not previously justified them.

The application deadline is 01.09.2023.

Submitted documentation will not be returned. Applications submitted after the deadline, incomplete, non-compliant, sent by email or fax, unsigned, or without a stamp, as well as applications from subjects who have not justified previously obtained financial resources, will not be evaluated.

According to Art. 45 of the CNMNR Statute, the Department of Culture will submit proposals for the allocation of financial resources to the Executive Council. The Executive Council adopts the decision on the allocation of financial resources within 8 days of receiving the proposal. The final decision is adopted at the next CNMNR meeting.

Based on the CNMNR decision, the President of the National Council of the Romanian National Minority signs a contract with the beneficiary, stipulating the rights and obligations of the parties, followed by the transfer of the granted financial resources.
