In accordance with Art. 7, paragraphs 6, 10 and 13, paragraph 2, point 1 of the Law on National Minority Councils, as well as Art. 20 and 38 of the Statute of the National Council of the Romanian National Minority, the Executive Council of the National Council of the Romanian National Minority publishes on 14.09.2023 the following:
C O M P E T I T I O N
For financing – co-financing programs and projects of major importance for the Romanian national minority in the field of culture.
The National Council of the Romanian National Minority will finance – co-finance projects and programs based on the Financial Plan of the National Council of the Romanian National Minority in the field of culture, with a total value of 250,000.00 dinars, for the following areas:
- Organization of the traditional event "International Festival of Doina – Golden Spices".
General conditions of the competition:
The right to participate in the competition is exclusively granted to cultural and other associations registered for conducting activities in the field of culture, or other legal entities that organize cultural events of special interest for the Romanian minority.
Criteria for granting financial support:
- The degree of compatibility of the program/project with the competition requirements and documentation;
- The applicant has submitted a report on the use of funds obtained from CNMNR for the year 2022;
- Applicants submitting for the first time must also submit a brief report on previous activities, performances, and other events, no longer than one A4 page;
- Activities already funded or that will be funded from other sources will not be financed.
The competition application is submitted using a special form accompanying this competition, available on the CNMNR website www.cnmnr.org.rs or at its headquarters, Vaska Pope St. no. 16, 26300 Vršac.
Mandatory documents:
- Copy of the registration decision of the entity at the competent authority, along with a description of the field of activity for which the entity is registered;
- General information about the beneficiary of the funds;
- Detailed description of the program/project and a detailed financial estimate – description, methods, implementation approaches, plan and types of activities, project beneficiaries, implementation period (maximum 2 pages); printed, audio-video, and other annexes may be attached;
- Report on the use of funds obtained from CNMNR in 2022, if the applicant has not justified them.
The competition is open from 19.09.2023. The deadline for submitting applications is 25.09.2023.

Submitted documentation will not be returned. Applications submitted after the deadline, incomplete or non-compliant, sent by email or fax, unsigned or without a stamp, as well as applications from entities that have not justified previously obtained funds, will not be evaluated.
In accordance with Art. 45 of the CNMNR Statute, the Department of Culture will forward proposals for the allocation of financial resources to the Executive Council. The Executive Council adopts the decision on the allocation of funds within 8 days of receiving the proposal. The final decision is adopted at the next CNMNR meeting.
Based on the CNMNR decision, the President of the National Council of the Romanian National Minority enters into a contract with the beneficiary, stipulating the rights and obligations of the parties, followed by the transfer of allocated financial resources.
