In accordance with Article 7, paragraphs 6, 10, and 13, paragraph 2, item 1 of the Law on National Minority Councils,
as well as Articles 20 and 38 of the Statute of the National Council of the Romanian National Minority,
the Executive Council of the National Council of the Romanian National Minority publishes on 13.03.2024 the following:
C O M P E T I T I O N
For funding or co-funding programs and projects of major importance for the Romanian national minority in the field of culture.
The National Council of the Romanian National Minority will fund or co-fund projects and programs based on its Financial Plan in the field of culture, with a total value of 2,000,000.00 dinars, for the following areas:
- Regular activities in the field of culture that are important for the Romanian national minority.
General conditions for participation:
Only cultural associations and other registered legal entities that carry out activities in the field of culture, or other legal forms that organize cultural events of special interest to the Romanian minority, are eligible to participate.
Criteria for awarding financial support:
- The compatibility of the program/project with the competition requirements and documentation;
- The project/program meets the general cultural interests of the Romanian national minority;
- The applicant has submitted a report on the use of funds received from CNMNR for 2023;
- First-time applicants must submit a brief report on their previous activities, performances, etc., limited to one A4 page;
- Activities already funded or planned to be funded from other sources will not be financed.
The application must be submitted using a special form accompanying this competition, available on the CNMNR website www.cnmnr.org.rs or at the CNMNR office, Vaska Pope Street no. 16, 26300 Vršac.
The application must be accompanied by the following mandatory documents:
- A copy of the registration decision of the applicant with the competent authority, including a description of the field of activity for which the applicant is registered;
- General information about the beneficiary of the funds;
- A detailed description of the program/project and a detailed financial plan — description, methods, implementation plan, types of activities, project beneficiaries, project duration (max. 2 pages); the description may be supplemented with printed materials, audio-video files, or other annexes related to the project or applicant;
- A report on the use of CNMNR funds in 2023, if the applicant has not previously justified them.
The deadline for submitting applications is 26.03.2024.

Submitted documentation will not be returned.
Applications submitted after the deadline, incomplete or non-compliant with competition requirements, sent by email or fax, unsigned or unstamped, as well as applications from applicants who have not justified previously received CNMNR funds, will not be evaluated.
In accordance with Article 45 of the CNMNR Statute, the Department for Culture will submit proposals for fund allocation to the Executive Council. The Executive Council shall adopt the allocation decision within 8 days of receiving the proposal. The final decision will be adopted at the next session of the National Council of the Romanian National Minority.
Based on the CNMNR decision, the President of CNMNR will sign a contract with the beneficiary, stipulating the rights and obligations of the parties, followed by the transfer of the allocated funds.
