In accordance with Article 7, paragraphs 6, 10, and 13, paragraph 2, item 1 of the Law on National Minority Councils,
as well as Articles 20 and 38 of the Statute of the National Council of the Romanian National Minority,
the Executive Council of the National Council of the Romanian National Minority, on 05.04.2024, adopted the decision to publish the following:
C O M P E T I T I O N
For funding or co-funding projects of major importance for the Romanian national minority in 2024 in the field of information.
Based on the Financial Plan of the National Council of the Romanian National Minority, the Council will fund or co-fund projects and programs in the amount of 1,300,000.00 dinars for the following media-related areas:
- Magazines and newspapers in the Romanian language.
- Web portals and electronic media content that inform about activities relevant to the Romanian minority/community.
- Publishing books in Romanian.
- Equipping editorial offices.
- Other activities related to information in Romanian.
General eligibility criteria:
Only legal entities, associations, foundations, and other registered organizations are eligible to participate.
The criteria for awarding financial resources are:
- Compliance of the project/program with all competition requirements and documentation.
- The project/program must fall within the field of information relevant to the Romanian national minority.
Applicants must provide a brief report on their activities, not exceeding one A4 page.
The funding application must be submitted using a special form, which is part of the competition documentation and can be found on the website of the National Council of the Romanian National Minority www.cnmnr.org.rs or at the CNMNR office, Vaska Pope Street no. 16, 26300 Vršac.
The application must be accompanied by the following mandatory documents:
- A copy of the applicant's registration with the competent authority including a description and activity code for which the applicant is registered (if the applicant has not previously received CNMNR funding).
- General information about the applicant.
- A detailed description of the project/program and a detailed financial structure — description, methods and implementation procedures, plan and types of activities, target beneficiaries, duration of the program or project, etc. (maximum 2 pages; the description may include examples of previously printed materials).
- Report on the use of financial resources obtained from CNMNR in 2023, if not previously justified.
The deadline for submitting applications is from the date of publication until 15.04.2024.

Submitted documentation will not be returned.
Applications submitted after the deadline, with incomplete documentation, sent by fax or email, unsigned or unstamped, or by beneficiaries who previously received CNMNR co-funding but did not submit a report on project implementation, will not be considered.
In accordance with Article 45 of the Statute of the National Council of the Romanian National Minority, the Department for Information will submit proposals for fund allocation to the Executive Council. The Executive Council shall adopt the allocation decision within 8 days of receiving the proposal from the Department for Information. The allocation decision is subject to approval at the next session of the National Council of the Romanian National Minority.
Based on the allocation decision, the President of the National Council of the Romanian National Minority will sign a contract with the beneficiary, specifying mutual rights and obligations and ensuring the transfer of allocated funds.
