In accordance with Article 7, paragraphs 6, 10, and 13, paragraph 2, item 1 of the Law on National Minority Councils, as well as Articles 20 and 38 of the Statute of the National Council of the Romanian National Minority, the Executive Council of the National Council of the Romanian National Minority, on 04.12.2024, decided to publish the following:
C O M P E T I T I O N
For the funding or co-funding of programs and projects of major importance for the Romanian national minority in the field of culture.
The National Council of the Romanian National Minority will fund or co-fund projects and programs based on the Financial Plan of the Council in the cultural sector, in the total amount of 800,000.00 dinars, for the following areas:
- Regular cultural activities of importance to the Romanian national minority.
General conditions of the competition:
The right to participate in the competition is granted exclusively to: cultural and other associations registered for conducting cultural activities, other legal entities organizing cultural events of special interest for the Romanian minority, or other legal entities that demonstrate the legal and organizational capability to organize such events.
1. Criteria for granting financial resources:
- Compatibility of the program/project with the requirements of the competition and the competition documentation;
- The applicant has submitted a report on the use of funds obtained from the National Council of the Romanian National Minority for 2023;
- First-time applicants must also submit a brief report on previous activities, performances, etc., not exceeding one A4 page;
- Project activities already funded or planned to be funded from other sources will not be financed.
2. Application:
The competition application must be submitted on a special form accompanying this competition and can be found on the website of the National Council of the Romanian National Minority www.cnmnr.org.rs or at its office, Vaska Pope Street no. 16, 26300 Vršac.
The application must be accompanied mandatorily by:
- A copy of the registration decision of the applicant with the competent authority, including the description of the field of activity for which the applicant is registered;
- General information about the beneficiary of the financial resources;
- A detailed description of the program/project and detailed financial plan — description, methods, implementation procedures, plan and types of activities, beneficiaries, implementation period (description should not exceed two pages); the description may be accompanied by printed materials, audio-video files, or other annexes related to the project or applicant;
- Report on the expenditure of funds obtained from CNMNR in 2023, if the applicant has not yet provided justification.
The deadline for submitting applications is from the date of publication until 10 December 2024.

Submitted documentation will not be returned.
3. Additional conditions:
Applications submitted after the deadline, incomplete or non-compliant with competition requirements, sent by e-mail or fax, unsigned or unstamped, as well as applications from subjects who previously did not justify the funds obtained from the National Council of the Romanian National Minority, will not be evaluated.
4. Other provisions:
In accordance with Article 45 of the Statute of the National Council of the Romanian National Minority, the Department for Culture will submit proposals for the allocation of financial resources to the Executive Council.
The Executive Council adopts the decision on the allocation of funds within 8 days of receiving the proposal. The final decision is adopted at the next session of the National Council of the Romanian National Minority.
Based on the decision of the National Council of the Romanian National Minority, the President of the Council signs a contract with the beneficiary, defining the rights and obligations of the parties and providing for the transfer of the allocated financial resources.
