In accordance with Article 7, paragraphs 6, 10, and 13, paragraph 2, item 1 of the Law on National Minority Councils, as well as Articles 20 and 38 of the Statute of the National Council of the Romanian National Minority, the Executive Council of the National Council of the Romanian National Minority, on 17.12.2024, adopted the decision to publish the following:
C O M P E T I T I O N
For the funding or co-funding of projects of major importance for the Romanian national minority in the field of information for the year 2024.
Based on the Financial Plan of the National Council of the Romanian National Minority, the Council will fund or co-fund projects and programs in the total amount of 300,000.00 dinars for the following areas within the media sector:
- Magazines and newspapers in the Romanian language.
- Web portals and electronic media content reporting on activities relevant to the Romanian minority/community.
- Book publishing in the Romanian language.
- Editorial equipment.
- Other activities related to information dissemination in the Romanian language.
General criteria for participation in the competition:
The right to participate in the competition is granted exclusively to: legal entities, associations, foundations, and other organizations registered in the relevant registry.
The criteria for granting financial resources are as follows:
- Compliance of the project/program with all the requirements and documents of the competition.
- The project/program must belong to the field of information of the Romanian national minority.
- Project activities must be completed by 1 February 2025.
Applicants submitting requests must provide a brief report on their activities, not exceeding one A4 page.
The funding application must be submitted on a special form that is part of the competition documentation and can be found on the website of the National Council of the Romanian National Minority www.cnmnr.org.rs or at the office of the Council, Vaska Pope Street no. 16, 26300 Vršac.
The funding request must be accompanied by the following documents:
- A copy of the applicant’s registration certificate with the competent authority, including the description and activity code for which the applicant is registered (if the applicant has not previously received funding from the CNMNR).
- General information about the applicant.
- A detailed description of the project/program and its detailed financial plan — including description, methods and means of implementation, plan and types of activities, target beneficiaries, implementation period, etc. (Maximum 2 pages; the description may be accompanied by samples of previously printed material).
- A report on the expenditure of funds obtained from CNMNR in 2023, if the applicant has not yet provided justification.
The deadline for submitting applications is from the date of publication until 22 December 2024.

Submitted documentation will not be returned.
Applications submitted after the deadline, or with incomplete documentation, as well as those sent by fax or e-mail, unsigned or unverified applications, and applications from beneficiaries who previously received funding from the CNMNR but failed to submit a report on the realization of the funded project, will not be considered.
In accordance with Article 45 of the Statute of the National Council of the Romanian National Minority, the Department for Information submits to the Executive Council proposals for the allocation of funds.
The Executive Council adopts the decision on the allocation of competition funds within 8 days from the date of receiving the proposal from the Department for Information. The decision is subject to approval at the next session of the National Council of the Romanian National Minority.
Based on the decision on allocation, the President of the National Council of the Romanian National Minority signs a contract with the fund beneficiary, which defines the rights and obligations of both parties, followed by the transfer of the allocated funds.
