National Council of the Romanian National Minority

In accordance with Article 7, paragraphs 6, 10, and 13, paragraph 2, point 1 of the Law on the National Councils of National Minorities, as well as Articles 20 and 38 of the Statute of the National Council of the Romanian National Minority, the Executive Board of the National Council of the Romanian National Minority, on 04.04.2025, publishes the following:

C O M P E T I T I O N

for the financing – co-financing of programs and projects of major importance to the Romanian national minority in the field of culture.

The National Council of the Romanian National Minority will finance – co-finance projects and programs based on the Financial Plan of the National Council of the Romanian National Minority in the field of culture, with a total value of 420,000.00 dinars, for the following areas:

• Projects aimed at supporting the activities of amateur Romanian theater troupes in Serbia.

General competition conditions:

The right to participate in the competition is granted exclusively to: cultural and other associations registered for carrying out activities in the field of culture, or other legal entities that organize cultural events of special interest to the Romanian minority.

Criteria for granting financial resources:

• The degree of compatibility of the program/project with the competition requirements and documentation;
• The project/program serves the general interest of the Romanian national minority in the field of culture;
• The applicant has submitted a report on the use of funds received from the CNMNR for 2024;
• Applicants submitting for the first time must also provide a short report on their activities to date, performances, etc. (maximum one A4 page);
• Activities already financed or to be financed from other sources will not be funded.

The competition application must be submitted on a special form accompanying this competition and can be found on the website www.cnmnr.org.rs or at the Council’s headquarters, Vaska Pope Street no. 16, 26300 Vršac.

The application must be accompanied by:

• A copy of the registration decision of the entity from the competent institution, including a description of the field of activity for which the entity is registered;
• General information about the beneficiary of the financial resources;
• A detailed description of the program/project and a detailed financial plan – description, methods, implementation procedures, plan and types of activities, project beneficiaries, and implementation period (maximum 2 pages; printed, audio, or video materials may be attached);
• The report on the use of funds obtained from CNMNR in 2024, if the applicant has not yet submitted it.

The deadline for submitting applications is April 11, 2025.

Submitted documentation will not be returned.

Applications submitted after the deadline, incomplete, non-compliant with the competition requirements, sent by e-mail or fax, unsigned or unstamped, as well as applications from entities that have not accounted for funds previously received from CNMNR, will not be evaluated.

In accordance with Article 45 of the Statute of the CNMNR, the Department for Culture will submit to the Executive Board proposals for the allocation of financial resources.

The Executive Board adopts the decision on allocation within 8 days of receiving the proposal. The final decision is adopted at the next session of the National Council of the Romanian National Minority.

Based on the CNMNR’s decision, the President of the National Council of the Romanian National Minority concludes a contract with the beneficiary, specifying the rights and obligations of the parties, after which the approved funds will be transferred.
