National Council of the Romanian National Minority

In accordance with Art. 7, paragraphs 6, 10, and 13, paragraph 2, point 1 of the Law on National Minority Councils, as well as Articles 20 and 38 of the Statute of the National Council of the Romanian National Minority, the Executive Council of the National Council of the Romanian National Minority, on 21.07.2025, adopted the decision to publish the following:

C O M P E T I T I O N

for the financing – co-financing of programs and projects of major importance for the Romanian national minority in the field of culture.

The National Council of the Romanian National Minority will finance – co-finance projects and programs based on the Financial Plan of the National Council of the Romanian National Minority in the field of culture, in the total amount of 500,000.00 dinars, for the following field:

• Organization of the Folklore and Romanian Music Festival in Vojvodina–Serbia.

General conditions of the competition:

The right to participate in the competition is granted exclusively to cultural and other associations registered for carrying out activities in the field of culture, or to other legal entities capable of organizing cultural events of special interest for the Romanian minority, as well as institutions and legal entities that can prove they have the legal and organizational capacity to organize such events.

Criteria for the allocation of financial resources:

• The degree of compatibility of the program/project with the competition requirements and documentation;
• The applicant of the project/program has submitted a report on the use of funds received from the National Council of the Romanian National Minority for 2024;
• Applicants submitting requests for the first time must also submit a short report on their previous activities, performances, etc., not exceeding one A4 page;
• Activities within a project that are already financed or will be financed from other sources will not be eligible for funding.

The competition application must be submitted on a special form accompanying this announcement, which can be found on the website of the National Council of the Romanian National Minority www.cnmnr.org.rs or at its headquarters, 16 Vaska Pope Street, 26300 Vršac.

The application must be accompanied by:

• A copy of the registration decision of the applicant issued by the competent authority, including a description of the field of activity for which the applicant is registered;
• General information about the beneficiary of the financial resources;
• A detailed description of the program/project and a detailed financial plan – methods, implementation modalities, plan and types of activities, project beneficiaries, and implementation period (up to two pages may be attached). The description may be accompanied by printed, audio-video, or other supplementary materials related to the project or applicant;
• The report on the expenditure of funds received from CNMNR in 2025, if the applicant has not yet submitted it.

The deadline for submitting applications is from the date of publication until 25.07.2025.

Applications submitted after the deadline, incomplete or not in accordance with the competition requirements, applications sent by e-mail or fax, unsigned or unstamped applications, as well as applications from entities that have not justified funds received from the National Council of the Romanian National Minority in the previous period, will not be evaluated.

In accordance with Article 45 of the Statute of the National Council of the Romanian National Minority, the Department for Culture shall submit to the Executive Council the proposals for the distribution of financial resources.

The Executive Council shall adopt the decision on the allocation of financial resources within 8 days from the receipt of the proposal. The final decision shall be adopted at the next meeting of the National Council of the Romanian National Minority.

Based on the decision of the National Council of the Romanian National Minority, the President of the National Council of the Romanian National Minority shall sign a contract with the beneficiary, stipulating the rights and obligations of both parties, followed by the transfer of the granted financial resources.
