In accordance with Art. 7, paragraphs 6, 10, and 13, paragraph 2, item 1 of the Law on National Minority Councils, as well as Articles 20 and 38 of the Statute of the National Council of the Romanian National Minority, the Executive Council of the National Council of the Romanian National Minority, on 22.07.2025, hereby publishes the following:

C O M P E T I T I O N

for the financing – co-financing of programs and projects of major importance for the Romanian national minority in the field of culture.

The National Council of the Romanian National Minority will finance – co-finance projects and programs based on the Financial Plan of the National Council of the Romanian National Minority in the field of culture, in the total amount of 1,000,000.00 dinars, for the following area:

• Regular cultural activities of significance for the Romanian national minority.

General conditions of the competition:

The right to participate in the competition is granted exclusively to cultural and other associations registered for activities in the field of culture, as well as other legal entities organizing cultural events of special interest to the Romanian minority.

Criteria for the allocation of financial resources:

• The degree of compatibility of the program/project with the competition requirements and documentation;
• The project/program serves the general interests of the Romanian national minority in the field of culture;
• The project/program applicant has submitted the report on the use of funds received from the National Council of the Romanian National Minority for 2024;
• Applicants submitting requests for the first time must also provide a brief report on their previous activities, performances, etc., not exceeding one A4 page;
• Activities within a project that are already financed or will be financed from other sources will not be eligible for funding.

The competition application must be submitted on a special form accompanying this announcement and can be found on the website of the National Council of the Romanian National Minority www.cnmnr.org.rs or at its headquarters, 16 Vaska Pope Street, 26300 Vršac.

The application must be accompanied by the following documents:

• A copy of the registration decision issued by the competent institution, accompanied by a description of the field of activity for which the entity is registered;
• General information about the beneficiary of the financial resources;
• A detailed description of the program/project and a detailed financial estimate – description, methods, implementation plan, types of activities, project beneficiaries, and implementation period (the description should not exceed two pages). It may be accompanied by printed, audio-video, and other materials related to the project or applicant;
• The report on the use of financial resources received from CNMNR in 2024, if it has not yet been submitted.

The deadline for submitting applications is 30.07.2025.

Applications submitted after the deadline, incomplete applications, or those not complying with the competition requirements, applications sent by email or fax, unsigned or unstamped applications, as well as applications from entities that have not justified previously received funds from the National Council of the Romanian National Minority, will not be evaluated.

In accordance with Art. 45 of the Statute of the National Council of the Romanian National Minority, the Department for Culture will forward to the Executive Council proposals for the distribution of financial resources.

The Executive Council shall adopt a decision on the allocation of financial resources within 8 days of receiving the proposal. The final decision shall be adopted at the next session of the National Council of the Romanian National Minority.

Based on the decision of the National Council of the Romanian National Minority, the President of the Council concludes a contract with the beneficiary, specifying the rights and obligations of the parties, followed by the transfer of the granted financial resources.
