National Council of the Romanian National Minority

In accordance with Art. 7, paragraphs 6, 10, and 13, paragraph 2, item 1 of the Law on National Minority Councils, as well as Art. 20 of the Statute of the National Council of the Romanian National Minority, the National Council of the Romanian National Minority, on 24.10.2025, hereby publishes the following:

C O M P E T I T I O N

for the financing – co-financing of programs and projects of major importance for the Romanian national minority in the field of culture.

The National Council of the Romanian National Minority will finance – co-finance the projects and programs based on the Financial Plan of the National Council of the Romanian National Minority in the field of culture, in the total amount of 100,000.00 dinars, for the following field:

• Organization of the traditional event “International Doina Festival – Golden Ears”

General conditions of the competition:

The right to participate in the competition is granted exclusively to cultural and other associations registered for activities in the field of culture, or other legal entities that organize cultural events of special interest to the Romanian minority.

Criteria for the allocation of financial resources:

• The degree of compatibility of the program/project with the competition requirements and documentation;
• The applicant of the project/program has submitted the report on the use of funds received from CNMNR for 2024;
• Applicants submitting requests for the first time must also provide a short report on previous activities, performances, etc., not exceeding one A4 page;
• Activities within a project that are already financed or will be financed from other sources will not be eligible for funding;

The competition application must be submitted on a special form accompanying this announcement and can be found on the CNMNR website www.cnmnr.org.rs or at its headquarters, 16 Vaska Pope Street, 26300 Vršac.

The application must be accompanied by the following documents:

• A copy of the registration decision of the applicant issued by the competent institution, describing the field of activity for which it is registered;
• General information regarding the beneficiary of the financial resources;
• A detailed description of the program/project and a detailed financial plan – methods, plans and types of activities, project beneficiaries, implementation period (maximum 2 pages); printed, audio-video, and other supplementary materials may be attached;
• The report on the expenditure of financial resources received from CNMNR in 2024, if it has not yet been submitted;

The deadline for submission of applications is 31.10.2025.

Submitted documentation will not be returned. Applications submitted after the deadline, incomplete or non-compliant with competition requirements, sent by email or fax, unsigned or unstamped, as well as applications from entities that have not justified previously received funds, will not be evaluated.

Based on the CNMNR decision, the President of the National Council of the Romanian National Minority concludes a contract with the beneficiary, specifying the rights and obligations of the parties, followed by the transfer of the granted financial resources.
