National Council of the Romanian National Minority

In accordance with Article 7, paragraphs 6, 10, and 13, paragraph 2, item 1 of the Law on National Minority Councils, as well as Article 20 of the Statute of the National Council of the Romanian National Minority, the National Council of the Romanian National Minority, on 24.10.2025, publishes the following:

C O N T E S T

For the financing or co-financing of programs and projects of major importance for the Romanian national minority in the field of culture.

The National Council of the Romanian National Minority will finance or co-finance projects and programs, based on the CNMNR Financial Plan, in the cultural sector, in the total amount of 200,000.00 dinars, for the following area:

• Organization of the traditional event – the light music festival “Youth Sings 2025”.

General conditions of the contest:

The right to participate in the contest is reserved exclusively for cultural associations and other entities registered to carry out cultural activities, as well as other legal forms that organize cultural events of special interest for the Romanian minority.

Criteria for the allocation of financial resources:

• The degree of compatibility of the program/project with the contest requirements and documentation;
• The applicant has submitted a report on the use of funds received from CNMNR for the year 2024;
• Applicants submitting requests for the first time must also submit a short report on their past activities, performances, etc., on no more than one A4 page;
• Activities from the project that are already financed or will be financed from other sources will not be supported;

The contest application must be submitted on a special form accompanying this contest, which can be found on the CNMNR website www.cnmnr.org.rs or at the CNMNR headquarters, 16 Vaska Pope Street, 26300 Vršac.

The application must be accompanied by the following mandatory documents:

• A copy of the registration decision of the applicant issued by the competent institution, including a description of the field of activity;
• General information about the beneficiary of the financial resources;
• A detailed description of the program/project and a detailed financial breakdown – methods, implementation procedures, activity plan and types, project beneficiaries, implementation period (maximum 2 pages); printed, audio-video, and other supporting materials may be attached;
• A report on the spending of funds received from CNMNR in 2024, if not yet justified;

The deadline for submitting applications is 31.10.2025.

Submitted documentation will not be returned. Applications submitted after the deadline, incomplete applications, or those not meeting contest requirements, as well as applications sent by e-mail or fax, unsigned or unstamped, and those from applicants who have not justified previously received funds, will not be considered.

Based on the CNMNR decision, the President of the National Council of the Romanian National Minority shall conclude a contract with the beneficiary, stipulating the rights and obligations of the parties, after which the approved funds will be transferred.
