National Council of the Romanian National Minority

In accordance with Article 7, paragraphs 6, 10, and 13, paragraph 2, item 1 of the Law on National Minority Councils, as well as Article 20 of the Statute of the National Council of the Romanian National Minority, the Executive Council of the National Council of the Romanian National Minority, on 17.12.2024, adopted the decision to publish the following:

C O N T E S T

For the financing or co-financing of projects of major importance for the Romanian national minority in the field of information during the year 2025.

Based on the CNMNR Financial Plan, the National Council of the Romanian National Minority will finance or co-finance projects and programs in the total amount of 500,000.00 dinars in the following areas of the mass media sector:

• Magazines and newspapers in the Romanian language.
• Web portals and electronic media content providing information on activities relevant to the Romanian minority/community.
• Book publishing in the Romanian language.
• Editorial equipment and resources.
• Other activities related to information in the Romanian language.

General criteria for participation in the contest:

The right to participate in the contest is reserved exclusively for legal entities, associations, foundations, and other organizations registered in the corresponding registry.

Criteria for the allocation of financial resources:

• Compliance of the project/program with all the requirements and documentation of the contest.
• The project/program must fall within the field of information concerning the Romanian national minority.

Applicants submitting proposals must provide a short report on their activities, no longer than one A4 page.

The funding application must be submitted using a special form that is an integral part of the contest documentation and can be found on the CNMNR website www.cnmnr.org.rs or at the CNMNR office, 16 Vaska Pope Street, 26300 Vršac.

In addition to the funding application, the following documents must be submitted:

• A copy of the applicant’s registration with the competent authority, including a description and activity code for which the beneficiary is registered (for applicants who have not previously received CNMNR funding).
• General information about the applicant.
• A detailed description of the project/program and its financial structure – description, method of implementation, plan and types of activities, project beneficiaries, duration of implementation, etc. (maximum 2 pages, including examples of printed materials if applicable).
• A report on the spending of financial resources received from CNMNR in 2024, in cases where the applicant has not yet provided justification.

The deadline for submitting applications is 31.10.2025.

Submitted documentation will not be returned. Applications submitted after the deadline, incomplete projects, those sent by fax or e-mail, unsigned or unchecked applications, as well as applications from beneficiaries who have not submitted their previous reports, will not be considered.

Based on the allocation decision, the President of the CNMNR will conclude a contract with the beneficiary of the funds, defining mutual rights and obligations, after which the allocated funds will be disbursed.
