In accordance with Art. 7, paras. 6, 10 and 13, para. 2, point 1 of the Law on National Councils of National Minorities, as well as Art. 20 of the Statute of the National Council of the Romanian National Minority, the National Council of the Romanian National Minority, on 28.11.2025, publishes the following:
C O M P E T I T I O N
For financing and co-financing programmes and projects in the field of culture that are of major importance for the Romanian national minority.
The National Council of the Romanian National Minority will finance and co-finance projects and programmes based on the CNMNR Financial Plan in the field of culture, in the total amount of 1,000,000.00 dinars, for the following areas:
- Cultural activities and events of importance to the Romanian national minority.
General conditions of the competition:
The right to participate in the competition is granted exclusively to cultural associations and other types of organizations registered to carry out activities in the field of culture, as well as other legal entities that organize cultural events of special relevance to the Romanian minority.
Criteria for awarding financial resources:
- The level of compatibility of the programme/project with the requirements of the competition and the competition documentation.
- The applicant has submitted the report on the use of funds received from CNMNR for the year 2024.
- Applicants submitting a request for the first time must also submit a short report on their activities so far (maximum one A4 page).
The competition application must be submitted on a special form attached to this competition and can be found on the CNMNR website: www.cnmnr.org.rs or at its headquarters: Vaska Pope St. no. 16, 26300 Vršac.
The application must be accompanied by:
- A copy of the registration decision issued by the competent institution, including a description of the field of activity.
- General information about the beneficiary of the financial resources.
- A detailed description of the programme/project and a detailed financial plan – methods, implementation procedures, schedule and activity types, project beneficiaries, implementation period (maximum 2 pages); printed materials, audio-video materials, and other annexes may be attached.
- The report on the expenditure of financial resources obtained from CNMNR in 2024, if not previously submitted.
The deadline for submitting applications is 05.12.2025.

The submitted documentation will not be returned. Applications submitted after the deadline, incomplete, not in accordance with the requirements of the competition, submitted by email or fax, unsigned or unsealed, as well as applications from subjects who have not justified previously received funds, will not be evaluated.
Based on the decision of CNMNR, the President of the National Council of the Romanian National Minority shall conclude a contract with the beneficiary, stipulating the rights and obligations of the parties, followed by the transfer of the approved financial resources.
