In accordance with Art. 7, para. 6, 10, and 13, para. 2, point 1 of the Law on National Councils of National Minorities, as well as Art. 20 and 38 of the Statute of the National Council of the Romanian National Minority (CNMNR), the Executive Council of CNMNR on 18.10.2020 publishes the following:

C O M P E T I T I O N

For financing – co-financing programs and projects of major importance for the Romanian national minority in the field of culture.

The National Council of the Romanian National Minority will finance – co-finance projects and programs based on the CNMNR Financial Plan in the field of culture, with a total amount of 2,200,000.00 dinars, for the following areas:

• Important activities for the Romanian national minority in the field of culture.

General Conditions of the Competition:

The right to participate in the competition is exclusively granted to cultural and other associations, registered for activities in the field of culture, or other legal entities organizing cultural events of special interest for the Romanian minority, as well as other subjects in the field of culture.

Criteria for Awarding Financial Resources:

• The degree of compatibility of the program/project with the competition requirements and documentation.
• The project/program meets the general interest of the Romanian minority in the field of culture; the applicant has organized the relevant traditional events.
• The application must include a report on the expenditure of financial resources obtained from CNMNR in 2019 for previous competitions.
• If the entity applies for funding from CNMNR for the first time, a report on the implementation of at least one program/project previously implemented by other sources must be submitted.
• Applicants submitting for the first time must also provide a brief report on past activities (performances, etc.), no longer than one A4 page.

The competition application must be submitted using a special form accompanying this competition, available on the CNMNR website www.cnmnr.org.rs or at its headquarters, Vaska Pope Street No. 16, 26300 Vršac.

The application must be obligatorily accompanied by:

• Copy of the registration decision of the entity with the competent authority, along with a description of the field of activity for which the entity is registered.
• General information about the beneficiary of the financial resources.
• Detailed description of the program/project and detailed budget – description, methods, implementation procedures, plan and types of activities, project beneficiaries, implementation period (max. two pages). May be accompanied by printed, audio-video materials or other annexes.
• Report on the expenditure of financial resources obtained from CNMNR in 2019 for previous competitions. If the legal entity applies for funding for the first time, a report on the implementation of at least one program/project from own resources or third-party sources.

Deadline for submission of applications: 28.10.2020.

Submitted documentation will not be returned.

• Applications submitted after the deadline, incomplete, non-compliant with competition requirements, or sent by email/fax, as well as applications from entities that have not justified previous financial support received from CNMNR, will not be evaluated.
• According to Art. 45 of the CNMNR Statute, the Department for Culture will submit proposals for the allocation of financial resources to the Executive Council.
• The Executive Council adopts the decision on allocation within 8 days of receiving the proposal. The final decision is adopted at the next CNMNR session.
• Based on the CNMNR decision, the CNMNR President concludes the contract with the beneficiary, specifying the rights and obligations of the parties, followed by the transfer of allocated financial resources.
