National Council of the Romanian National Minority

Pursuant to Article 7, paragraph 6, Article 10 and Article 13, paragraph 2, item 1 of the Law on National Councils of National Minorities, as well as Articles 20 and 38 of the Statute of the National Council of the Romanian National Minority, the Executive Committee of the National Council of the Romanian National Minority hereby publishes, on 12 August 2026, the following:

C O M P E T I T I O N

for the financing and co-financing of programs and projects of major importance for the Romanian national minority in the field of culture.

The National Council of the Romanian National Minority will finance and co-finance projects and programs based on the Financial Plan of the National Council of the Romanian National Minority in the field of culture, in the total amount of 350,000.00 dinars, for the following area:

• Organization of the traditional event, the International Festival “Joc Românesc”.

General Competition Requirements

The right to participate in the competition is granted exclusively to cultural and other associations registered to carry out activities in the field of culture, as well as other legal entities that organize cultural events of particular importance to the Romanian national minority.

1. Criteria for Awarding Financial Support

• The degree of compliance of the program/project with the requirements of the competition and the competition documentation;
• The applicant of the project/program has submitted a report on the use of funds received from the National Council of the Romanian National Minority for the year 2025;
• Applicants submitting an application for the first time must also submit a brief report on their activities to date, performances and other activities, not exceeding one A4 page;
• Activities included in the project that have already been or will be financed from other sources will not be eligible for funding.

2. Submission of the Competition Application

The competition application must be submitted using a special application form accompanying this competition and available on the website of the National Council of the Romanian National Minority: www.cnmnr.org.rs or at its headquarters, Vaska Pope Street No. 16, 26300 Vršac.

The application must be accompanied by the following mandatory documents:

• A copy of the decision on registration of the applicant with the competent authority, accompanied by a description of the field of activity for which the applicant is registered;
• General information about the beneficiary of the financial resources;
• A detailed description of the program/project and a detailed financial budget – including the description, methods and means of implementation, plan and types of activities, project beneficiaries, implementation period and other relevant information (the description must not exceed two pages); the description may be accompanied by printed, audio-visual and other supporting materials relating to the project or applicant;
• A report on the expenditure of financial resources received from CNMNR in 2025, if the applicant has not previously accounted for the use of those funds.

Applications submitted after the deadline, as well as incomplete applications or applications that do not comply with the requirements of the competition, applications submitted by e-mail or fax, unsigned or uncertified applications, as well as applications submitted by applicants who failed to account for the funds received from the National Council of the Romanian National Minority during the previous period, will not be considered.

In accordance with Article 45 of the Statute of the National Council of the Romanian National Minority, the Department of Culture shall submit proposals for the allocation of financial resources to the Executive Committee.

The Executive Committee shall adopt the decision on the allocation of financial resources within 8 days from the receipt of the proposal. The final decision shall be adopted at the first subsequent meeting of the National Council of the Romanian National Minority.

6.

Based on the decision of the National Council of the Romanian National Minority, the President of the National Council of the Romanian National Minority shall conclude a contract with the beneficiary, which shall stipulate the rights and obligations of the parties, following which the approved financial resources shall be transferred.
